Pattaya is awaiting a Land Department ruling that will determine whether the unfinished 53-storey Waterfront building near Bali Hai Pier must be demolished or modified to comply with the law, Mayor Poramet Ngampichet said.
The city halted construction in 2014 after finding that parts of the building, including its lift shafts and fire escapes, differed from approved plans. A demolition order issued in 2017 was later cancelled because the official who signed it lacked the required authority.
An anti-corruption court later found that former Pattaya mayor Itthiphol Khunpluem and city officials had unlawfully approved the oversized project, but dismissed the criminal case in 2024 because the statute of limitations had expired. The Land Department is separately considering whether the project’s title deed was unlawfully issued over public hillside land.
If the title is revoked, the city will order the building demolished and return the land to public use. If it is upheld, the developer must redesign the building to meet building-control regulations. The case regained attention after the CSI LA Facebook page highlighted the abandoned project.
