The Ministry of Transport is preparing a proposal worth around 140 billion baht to buy back electric rail concessions from private operators BTS Group Holdings and Bangkok Expressway and Metro (BEM), as part of a major restructuring of the country’s urban rail system.
Transport Minister Phiphat Ratchakitprakarn said the plan aims to shift the system toward a single-ownership model under state oversight, allowing unified fare setting and integrated ticketing across all electric rail lines.
He said negotiations with BTS and BEM are expected to begin in May, following the completion of subsidiary regulations under newly enacted rail transport and joint ticketing laws.
The proposed restructuring would place all rail lines under the Mass Rapid Transit Authority of Thailand (MRTA), enabling the introduction of a single EMV contactless card for travel across trains, buses, and boats.
The government is targeting a flat fare of 40 baht per day across the rail network, with implementation planned for January 1, 2027.
The 140 billion baht valuation is reportedly based on existing operations and maintenance contracts under the BTS and BEM concessions, which will serve as the basis for buyback negotiations and a shift from private revenue risk to a state-managed gross-cost model.
