Construction has been launched at the 600-MW Monsoon cross-border wind project in Laos, set to create Southeast Asia’s largest onshore wind turbine complex that will export electricity to Vietnam.
A ground-breaking ceremony attended by government officials was held last week, an official statement showed.
The wind park, together with a dedicated 500-kV transmission line, will be built in the Sekong and Attapeu provinces and will sell its electricity to Vietnam Electricity (EVN) under a 25-year power purchase agreement (PPA).
The project will be the first wind farm in Laos and is also described as the first cross-border wind power plant in Southeast Asia. The capacity will be installed by Power Construction Corporation of China (PowerChina).
Monsoon Wind Power Co Ltd, a Lao company owned by Thailand-based Impact Energy Asia Development Ltd, is the developer of the scheme. Last month, a funding consortium including Asian Development Bank, Japan International Cooperation Agency, Sumitomo Mitsui Banking Corporation and others extended USD 692 million (EUR 629.1m) in debt for the project.
