The Bangkok Metropolitan Administration (BMA) plans to transfer ownership of the Green Line, including its assets and liabilities, to the government under a cabinet resolution aimed at integrating ticketing and fare systems, Governor Chadchart Sittipunt said on Monday.
Chadchart said the transfer would reduce the BMA’s long-term financial burden and allow more funding for other public services. He added that the existing BTS operating contract would remain unchanged, with only ownership of the line transferring to the government.
The BMA and the government are negotiating the railway’s book value and compensation for the transfer, while also assessing the line’s future value, including revenue that would otherwise revert to the city after 2029.
Chadchart said outstanding construction payments would be included in the asset valuation and offset during the transfer, adding that they were “unlikely to be a major issue.” Discussions are also continuing on post-2029 concession arrangements and the Public-Private Partnership Act.
