The Railway Workers’ Confederation has called on the government to scrap the long-delayed high-speed rail project linking Don Mueang, Suvarnabhumi and U-Tapao airports, citing mounting costs and years of delays.

In a statement issued yesterday, the confederation said the project, launched under the Prayut Chan-o-cha administration to support the Eastern Economic Corridor (EEC), had been plagued by problems since the bidding process and had made little progress despite being approved seven years ago.

It said the project’s investment cost was unnecessarily high, placing an excessive burden on public finances.

The confederation also questioned the bidding process, saying the field narrowed from more than 30 interested companies to just two bidders before the contract was awarded to the CP-led consortium, now operating as Asia Era One, in October 2019.

It also criticised the lack of transparency surrounding the concession agreement and related documents, saying key contract details have never been fully disclosed.

The confederation proposed that the State Railway of Thailand (SRT) take over the project and adopt a more practical, cost-effective approach by scaling it down to a medium-speed railway operating at 120-150 kilometres per hour on the existing double-track network.

It said such a model would be sufficient for the 220-kilometre route while significantly reducing costs.

The confederation urged the government to terminate the concession, seek compensation for any losses and allow the SRT to take over the project using a more appropriate approach.

The confederation said it had repeatedly warned previous governments about the project’s viability.

It claimed those warnings were ignored, adding that major construction has yet to begin.
