The government is considering grants of 50,000 baht per household for rooftop solar installations, targeting 500,000 to 1 million households nationwide, Finance Minister Ekniti Nitithanprapas said on Saturday.

Ekniti said 50-60 billion baht could be used for the scheme from the government’s 400-billion-baht emergency borrowing programme. A typical 5-kilowatt rooftop solar system costs around 180,000-255,000 baht, meaning the proposed grant would cover about 20-28% of the installation cost. State banks would provide additional financing.

The borrowing programme was divided broadly into 200 billion baht for immediate economic relief from the energy crisis and 200 billion baht for energy transition. About 160 billion baht of the first portion has been allocated, based on Ekniti’s statement that around 40 billion baht remains.

The government wants to preserve the second 200 billion baht for energy transition, including rooftop solar, smart meters and power-grid upgrades. It is also considering using part of the remaining 40 billion baht from the first portion for the proposed 1.75-2-billion-baht Thai Tiew Thai Plus domestic tourism scheme.

[Update] Govt urged to target 50,000-baht solar subsidy, tighten installer rules

The government should target its proposed 50,000-baht rooftop solar subsidy at low- and middle-income households and tighten installation standards as it prepares to roll out the programme to up to 1 million homes, an energy industry adviser said.

Trirat Sirichantaropas, CEO of New Energy Plus Solutions and an adviser to the House Energy Committee, said a 5-kilowatt system costs about 150,000 baht excluding batteries and can save households up to 2,000 baht a month. He said the government should provide low-interest financing for costs not covered by the subsidy.

He also warned that expanding installations to 500,000-1 million households would require stricter regulation of installers, including mandatory registration and training to electricity authority standards, citing fire risks from substandard wiring and installation.

Trirat also urged the government to adopt net metering instead of net billing. He estimated that selling surplus electricity at the current 2.2 baht per unit would leave a 5-kW system with an 11.3-year payback period, compared with just over five years if households received roughly the same rate for electricity they sell to the grid as they pay for electricity they consume.
