State Railways of Thailand to procure 50 diesel-electric locomotives

SRT to open locomotive bids on 16 Oct 2019

The tender to procure 50 diesel-electric locomotives worth 6.5 billion baht will be opened on Oct 16, a source in the State Railways of Thailand (SRT) said on Thursday.

The e-bidding for the locomotives — which will be used on the SRT’s dual track lines — will take place from 8.30am to 4.30pm, the source said.

Interested parties can purchase bid applications online until Oct 15, for 650,000 baht each.

The terms of reference contained in the bid application lists a number of criteria that bidders must meet to participate in the tender.

Companies wishing to participate must not be blacklisted by the government, and/or have a previous project suspended by the government, and/or are currently protected from a legal dispute by a court injunction.

The SRT source added that bidders who wish to participate as a joint venture are also required to have a combined registered capital exceeding 500 million baht.

In a separate development, the same source said the SRT is aiming to sign two construction contracts for the high-speed train project by the end of this month.

The lowest bidders for the contracts — which covers the section between Don Muang-Nava Nakhon (4-2) and Nava Nakhon-Ban Pho (4-3) — were announced recently.

The SST joint venture offered the lowest bid for the 4-2 contract at 8.626 billion baht, while the CAN group offered 11.525 billion baht to secure the 4-3 contract.

Also on Thursday, SRT acting governor Worawut Mala said that the SRT’s board is due to meet today to discuss the bids for the 31-kilometre-long section between Phra Kaew and Saraburi in the Thai-Chinese high-speed train project — which comes under contract number 4-6.

The Unique Engineering and Construction Plc (UNIQ) submitted the lowest bid, at 9.429 billion baht, said Mr Worawut.
