Siemens Mobility signs deal worth up to €1bn to equip two Vietnam high-speed lines

Siemens Mobility has signed a Vietnam high-speed rail contract worth up to €1 billion with VinSpeed to supply 10 Velaro Novo trains for two lines that held groundbreaking ceremonies earlier.

The turnkey agreement, published by Siemens Mobility on 22 September, covers two routes: Hanoi–Quang Ninh, which runs 121 km and has four stations, and the 54 km Ben Thanh–Can Gio link with two stations. Besides the trainsets, the German supplier will install electrification and communications equipment, and the work will proceed in phases. The announcement gives no split of the 10 trains between the two routes and no delivery dates.

How VinSpeed and Siemens Mobility divide the work

VinSpeed, the high-speed rail developer within Vietnamese conglomerate Vingroup, is responsible for project development, track construction and civil engineering. Siemens Mobility acts as technology partner, bringing the rail systems and the engineering expertise to run them.

The order turns a framework agreement the two companies signed in December 2025 into a binding contract. That earlier document already named Velaro Novo trains, ETCS Level 2 signalling with automatic train operation, telecoms and electrification as the German company’s scope on the same two routes.

Hanoi–Quang Ninh line is due for completion by the end of 2028

Work on the Hanoi–Quang Ninh line began before the systems contract was signed. The line broke ground on 12 April 2026, according to the Vietnamese government, which expects the project to be finished by the end of 2028. The government puts investment at more than VND147 trillion, about US$5.6 billion, excluding land clearance, and lists the route at 120.2 km through Hanoi, Bac Ninh, Hai Phong and Quang Ninh. It names five stations, the Co Loa and Ha Long terminals plus three intermediate stops, while the Siemens Mobility announcement counts four. Travel time between the two ends is expected to fall to about 23 minutes. Railway Supply covered the start of work on the Quang Ninh route in May.

In Ho Chi Minh City, the Ben Thanh–Can Gio line held its groundbreaking ceremony on 19 December 2025, according to Vingroup. The Siemens Mobility announcement does not give an investment figure or an opening date for that route.

Velaro Novo trains with ATO over ETCS Level 2

Velaro Novo is the newest high-speed electric multiple unit from Siemens Mobility, with distributed traction and a top speed of 350 km/h. Each 200-metre trainset has seven cars and 760 seats. The manufacturer says its wide body and “empty tube” layout raise passenger capacity by at least 10% over earlier generations, and that the trains use 30% less energy than previous models.

The trains will run with automatic train operation layered on ETCS Level 2 signalling, a set-up that adjusts the spacing between trains and manages speed, acceleration and braking. Siemens Mobility describes the project as the world’s first use of ATO over ETCS on a national high-speed rail network.

Brightline West order uses the same fleet size

The 10-train fleet matches an earlier Siemens Mobility high-speed deal in the United States. In May 2024, Brightline West named Siemens Mobility preferred bidder for 10 American Pioneer 220 trainsets, seven-car units developed from the Velaro platform, to support a 2028 start of service between Las Vegas and Southern California. At the time, that selection was still subject to definitive agreements.
