Prime Bangkok plots up for sale

The Treasury Department is preparing to put more than 40 plots of land acquired through asset seizures up for sale, in addition to opening auctions to lease another 10 prime land plots in Bangkok and other provinces.

According to Akkaruth Sandhyananda, the department’s director-general, a key plot to be auctioned in Bangkok is a five-rai site that formerly served as a hospital for the Tobacco Authority of Thailand’s factory. The hospital facility has long since been relocated.

The plot is located on Sathon Road, adjacent to the Eastin Hotel and near the Surasak skytrain station. The estimated land price in the area is about 1 million baht per square wah, giving the plot a total estimated value of around 2 billion baht.

He said the plot is considered a prime area in Bangkok and is designated a red zone under zoning codes, meaning it can be developed for commercial use.

The department is studying what type of project should be opened for private bidding, such as a condo, hotel or mixed-use development. Office space is considered unsuitable as there is a glut in the market. The lease term is 30 years, Mr Akkaruth noted.

Other Bangkok plots to be offered for auction include a site by the Chao Phraya River next to Iconsiam that previously served as a pier. In the past, the department considered developing an observation tower on the site, but that plan was hindered by narrow access.

Another Bangkok plot is two rai and was formerly occupied by the Fish Marketing Organization on Charoen Krung Road, which is awaiting clarification from the occupying agency on the handover of the land back to the Treasury Department.

Several old Treasury Department buildings are being prepared for lease through auctions, such as the historic Ban Phayap building in Soi Wat Sam Phraya.

As for attractive plots in provincial areas, the department is preparing to auction the lease of the Bangpra golf course site in Chon Buri’s Si Racha district. The site was previously put up for auction but attracted no bidders, as the conditions required a hotel to be built within the golf course. Private investors were not interested as there are already many hotels in nearby Pattaya.

He said the department plans to review and redesign the project format to make it more suitable.

The Treasury Department holds a number of plots obtained through legal cases, and at least 40 such plots will be put up for auction, Mr Akkaruth said.

For fiscal 2026, the Treasury Department was assigned a revenue target of 11.9 billion baht by the Finance Ministry. Roughly 95% of the revenue is expected to come from land-lease auctions and rental income, with 5% expected from coin production.

He said the department aims to exceed the target by around 15%, equivalent to generating roughly 13 billion baht in revenue, with most of the additional income expected to come from land auctions.

Mr Akkaruth instructed Treasury officials nationwide to accelerate surveys of land held by state agencies that is not being utilised, with the goal of putting it to productive use.

As for adjustments to the department’s commercial rental rates, officials were asked to study whether increases would be appropriate. Given current economic conditions, he said it may not be suitable to raise rents.
