Phase 2 of Double-Track Rail Project Worth 298 Billion Baht Progressing, Cabinet Review Expected After NESDC Approval – Thai Enquirer Market Watch
The second phase of Thailand’s double-track railway project—covering six routes totaling approximately 1,312 km and valued at about 297.95 billion baht—is moving forward, according to Transport Minister Suriya Jungrungreangkit. The National Economic and Social Development Council (NESDC) is expected to present the project to its board for approval in early September 2025.

The State Railway of Thailand (SRT) has revised the project plan based on NESDC recommendations, prioritizing routes using five main criteria: passenger demand, freight demand, rail capacity, financial and economic viability, and alignment with national strategies. Eleven additional factors, including ridership and freight forecasts and cross-border connectivity, were also assessed.
SRT has grouped the routes into three priority levels and updated passenger and freight forecasts, train operation plans, and capacity data. Bills of Quantity (BOQs) have been finalized, covering track structures, stations, level crossings, and facilities. Plans to address level crossing issues have also been revised.
If approved, the Transport Ministry will consolidate input from the NESDC, Budget Bureau, and Finance Ministry and submit the proposal to the Cabinet within the same month.
