NESDC warns Thailand lacks oversight as data centre investment reaches 728 billion baht

Thailand lacks a lead agency overseeing data centre projects and specific legislation addressing their environmental impact, despite investment applications for 36 data centre and cloud service projects worth 728 billion baht, the National Economic and Social Development Council warned.
The NESDC said Thailand already has 42 commercially operating data centres, but regulations have not kept pace with the sector’s expansion. Authorities have established an energy management subcommittee and launched a pilot scheme for direct renewable electricity purchases, but detailed assessment criteria and enforcement mechanisms remain under development.
More than 60% of data centre investment goes towards information technology equipment, which Thailand largely imports, leaving domestic businesses concentrated in construction, land development and utilities. The NESDC also warned of pressure on electricity and water supplies, noting that data centres accounted for 21% of Ireland’s electricity consumption in 2023.
The council recommended establishing a dedicated oversight agency, introducing environmental assessments and mandatory resource-use reporting, and setting clear targets for electricity and water consumption. It also called for local-content requirements, workforce training, increased renewable energy use and greater community participation in project planning.
