Bangkok electric rail service fares to be capped at 45 baht per trip under 01 January 2027 common-ticket plan
- Thailand plans to complete common-ticket rules and revenue arrangements by November, test EMV in December and launch the scheme on January 1, 2027
- Thailand’s Transport Ministry is working towards a January 1, 2027 launch of its common-ticket policy for electric rail services in Bangkok and surrounding provinces, with fares capped at 45 baht per trip and an initial charge of no more than 17 baht.
Deputy Transport Minister Siripong Angkasakulkiat gave the update following the second meeting of the Common Ticketing System Policy Committee for 2026, chaired by Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn.
The committee reviewed progress under the Common Ticketing System Management Act B.E. 2568 (2025), focusing on subordinate legislation, operating criteria, technical standards and regulatory mechanisms needed for the system to begin as scheduled.
Under the planned common fare structure, participating electric rail lines in Bangkok and neighbouring provinces would charge an initial fare of no more than 17 baht and a maximum combined fare of 45 baht per journey.
Passengers transferring between lines would not be charged the initial fare repeatedly.
Operators to discuss EMV readers and revenue sharing
Following the meeting, the supervisory committee was instructed to hold talks with private rail operators on preparations to install EMV card readers.
The discussions will also cover how fare revenue would be shared if passenger numbers rise above the annual growth projections estimated by operators.
The committee also advanced preparations for a Central Clearing House (CCH), which will handle the collection, settlement and distribution of fare revenue among participating operators.
The Office of Transport and Traffic Policy and Planning was instructed to accelerate the drafting of a Transport Ministry announcement setting out the criteria for licensing an operator of the CCH.
Officials were also told to speed up consultations with the Finance Ministry on the appropriate structure and approach for selecting the central organisation that will perform the CCH function under the Common Ticketing System Management Act.
These legal and administrative processes are due to be completed by November 2026.
EMV system testing is then expected to begin in December, before the common-ticket measure takes effect on January 1, 2027.
