Thai Cabinet approves Intercity Motorway No. 6 (M6) Bang Pa-in–Nakhon Ratchasima contract change to allow early payments amid construction delays
The acting Cabinet has approved changes to the operation and maintenance (O&M) contract for the Intercity Motorway No. 6 (M6), allowing partial payments to the private contractor before the highway opens to address delays in civil works.
The decision followed a proposal from the Ministry of Transport to amend the public–private partnership agreement for the Bang Pa-in–Nakhon Ratchasima motorway.
The 196-kilometre route, running from Bang Pa-in to Nakhon Ratchasima, involves state-funded civil works and private investment in systems and long-term operations under a concession of up to 30 years.
Construction setbacks in some sections by the Department of Highways have delayed site handovers by about 25 months, pushing back the opening date.
Under the revised terms, the department can pay for completed system works before opening, provided payments stay within the contractor’s original bid and do not increase the total project cost.
Completed works as of January 2025 were valued at about 128.55 million baht, to be paid from the motorway toll fund without significant financial impact.
Officials said the amendment does not add compensation but adjusts the payment timeline to maintain financial stability, with the private partner agreeing not to seek additional damages.
The 30-year O&M period remains unchanged.
