Chinese construction group plans at least $3.5 bln investment in northern Vietnam province Bac Ninh
Su Shang Construction Group Co., Ltd., a large-scale Chinese infrastructure construction company, plans to invest at least $3.5 billion in infrastructure projects in the northern Vietnam province of Bac Ninh over the next five years.

The plan was announced on Tuesday when the Bac Ninh Department of Construction signed an MoU with Su Shang in the presence of provincial Party chief Nguyen Hong Thai.
Yan Jiehe, founder of Pacific Construction Group, Atlantic Construction Group, and Su Shang Construction Group, said Su Shang is a big international infrastructure developer that has ranked among the world’s top 500 companies for several consecutive years.
Bac Ninh newspaper, a media entity under the Bac Ninh Party Committee, quoted the group’s leadership as saying that it seeks to participate in a range of infrastructure projects in Bac Ninh, including urban area development, transport networks, irrigation systems, and industrial parks, with a total investment scale expected to reach at least $3.5 billion over the next five years.
Bac Ninh, a neighbor of Hanoi, is emerging as an industrial center in northern Vietnam. The province is home to the under-construction Gia Binh International Airport and a Samsung factory named Samsung Electronics Vietnam (SEV).
Yan Jiehe said the company has strong capabilities in implementing projects under engineering, procurement and construction (EPC) and public-private partnership (PPP) models, covering construction as well as operation and maintenance.
The group is currently working with Hanoi authorities on three infrastructure projects involving railways and bridges and is accelerating progress to shorten construction timelines compared with signed contracts.
Speaking at the event, Bac Ninh’s Party chief Nguyen Hong Thai said the province is experiencing rapid development, making infrastructure investment – especially transport infrastructure – essential for its growth.
Among the key projects is the under-construction Gia Binh airport, which is aimed to meet international standards and eventually rank among the world’s top 10 five-star airports. The airport is designed to handle about 30 million passengers and 1.6 million tons of cargo annually by 2030.
By 2027, when Asia-Pacific Economic Cooperation (APEC) events are scheduled to take place in Vietnam, the airport is expected to be operational to welcome international leaders.
Bac Ninh is also studying plans for an expressway linking Gia Binh airport with the provincial center.
The provincial Party leader welcomed Su Shang Construction Group’s plan to establish a subsidiary in Vietnam and to invest about $3.5 billion in Bac Ninh, calling for close cooperation with the Department of Construction to study and implement transport infrastructure projects as well as smart urban area and industrial park developments.
Under the MoU, the two sides will enhance cooperation and share experience in developing major transport infrastructure projects while ensuring compliance with Vietnamese laws.
The Chinese group also pledged to establish a locally registered subsidiary in Bac Ninh to support project implementation and fulfill all financial obligations under Vietnamese regulations.
Yan Jiehe has frequently met with Vietnamese government and local leaders in recent years, often in his capacity as founder of Pacific Construction Group.
In January 2024, the Hanoi Department of Transport signed an agreement with a consortium including Vietnam’s Vinaconex and China’s Pacific Construction Group to study two major infrastructure projects: the Hanoi Metro Line 5 (Van Cao-Hoa Lac) and a transport corridor linking Tu Lien Bridge to the Hanoi-Thai Nguyen Expressway.
On December 9, 2024, Prime Minister Pham Minh Chinh invited Yan Jiehe’s group and other Chinese companies to consider participating in several large projects, including Tu Lien Bridge, Ngoc Hoi Bridge, the Van Cao-Ngoc Khanh-Lang-Hoa Lac section of the Hanoi metro system, the metro or urban railway line connecting Tan Son Nhat Airport (Ho Chi Minh City) and Long Thanh Airport (Dong Nai province), and railway links connecting Lao Cai-Hanoi-Hai Phong, Lang Son-Hanoi, and Quang Ninh-Hai Phong.
In January 2026, Yan Jiehe told Prime Minister Pham Minh Chinh that Pacific Construction Group had won contracts and was implementing three major projects in Hanoi: Tu Lien Bridge and its access roads, Ngoc Hoi Bridge and access roads, and the Hanoi Metro Line 5 project.
Beyond Hanoi and Bac Ninh, the group has expanded its activities across several northern and north-central provinces, including Quang Ninh, Hai Phong, Cao Bang, Nghe An, Ha Tinh, and Lam Dong.
