
New Driving Licence Rule Causes Concern Among Expats in Thailand
A recent change in driving licence regulations in Pattaya and Rayong is causing confusion among the foreign community. As of 17th July, foreigners with visas valid for less than a year will only receive two-year driving licences, whether applying for the first time or renewing.
This new rule, not yet a national policy, has ignited speculation on social media. Many fear that popular annually renewable visas, such as those for retirement or marriage, might now prevent expats from obtaining a five-year licence.
However, there may be hope. A retiree told Pattaya Mail that he renewed his five-year licence while on a one-year visa extension. His visa, valid until August 2026, seemed to play a key role in his successful application. “Most retirees renew early, so they hold over a year of validity at application,” he explained. This strategy might be crucial for others.
Authorities have not clarified why this rule is only applied in these two provinces while other offices remain unaffected. Some suggest it targets Destination Thailand Visa holders, whose stays may last just six months, from securing a five-year licence.
Currently, those excluded from long-term licences include:
Tourist visa holders
60-day visa exemptions
Short-term non-immigrant visas (3 months)
Reports advise calm, suggesting translation issues might be causing misunderstandings. The terms “less than one year” and “more than one year” could be misinterpreted.
Until official guidance is provided, expats should check their visa expiry dates and renew early if they plan to update their licences. The best approach seems to be staying calm and informed, and not giving in to every rumour circulating online.

NOTE: In Thailand, when you first get a driving licence, it’s a 2-year temporary (probationary) license for both Thai nationals and foreigners. After the initial 2 years, you can upgrade to a 5-year permanent licence. You can renew this 5-year licence for another 5 years upon expiration.
